Well, they weren’t necessarily powerless. They could have picked someone the day after he resigned, Oct. 3rd.

Just to clarify… Mayor Larsen announced his plans to resign in September, but did not actually leave office until October 2nd. The Council was powerless to act prior to that date. Mayor Woodland was appointed on November 4th.
